Needs Assessment

Spatial Analysis

GIS helps you document the real world so you can keep doing what you do best.  Start-up cost for GIS is typically substantial and after your system is built, the return on investment is outstanding!

Some considerations appear below so you can decide how extensive or minimal your needs may be.  Links under the Home and Services menus will also help you decide your next steps.

Considerations

Flexibility

Extent of Implementation

GIS can be quite complicated and that's where GISCNR comes in.  After careful planning with your input, we can set it up for you to use and coach you how to use it or we can set up your data and maintain it over time...we're flexible!

Software

Software choices are driven by cost, functionality required, extent of assets and data contained within the system, and skill sets of those who will perform ongoing GIS maintenance and services.

ESRI ArcGIS: This is the premier GIS software suite developed by the Environmental Systems Research Institute (ESRI).  Varying levels of functionality are sold by the vendor at varying cost to communities based on population.  Non-profit organizations (501c3) enjoy substantial reductions in price.

Customized apps increase productivity:
  • Collector for Arc (Esri mobile data collection option)
  • Survey123 (Esrimobile data collection option)
  •  Web forms for data entry (routine maintenance forms, zoning changes, site visits, etc.)
  • See more from Esri.com

QGIS: Free, Open-Source GIS software.  This is a good option for those with GIS techno-saavy, or if datasets are few, or if specific analyses are conducted regularly on standardized datasets.  While functionality can be extensive, data storage does not follow a database model.
Every municipal implementation will require, at minimum, a BASE dataset.  The base dataset is a standard set of feature classes (or shapefiles) and includes: city limits, urban growth boundary, taxlots, streets, schools, natural water features, and important facilities.

Comprehensive system design and maintenance:
for a municipality, this option would include base data, municipal infrastructure, planning, natural resources, and special project datasets.  This is the most costly of the options but return on investment is substantial and ongoing.  For a natural resources organization, this option is similar but specific to the data needs of the organization - basin boundaries, waterways, water bodies, taxlots, zoning, terrain models, etc.

Individual topics: base map, zoning, comprehensive plan, tree inventory, traffic signs, or infrastructure inventory and mapping.  These are just few examples, products are driven by your needs and can be developed individually as it suits you.

Maps: mapping (cartography) after implementation include paper or digital maps of varying size, static maps on paper or interactive web maps, and large-format maps.  Cartography is billed on an hourly basis.

Digital data collection: digital data collection in the field using hardware and software designed to capture accurate  location coordinates.  Other data collection options may include using CAD data, existing paper maps, and online services.  The choice will depend on the information you have and what your unique needs may be.

Minimal services:  project based cartography with existing datasets billed on an hourly basis.
